#York Council are consulting on an Animal Welfare Licensing Policy (ends 13/11/2017)

City of York Council are consulting on an Animal Welfare Licensing Policy.

The Council issues licences for the following activities relating to the welfare of animals:

  • Animal boarding establishment licences
  • Dangerous wild animal licences
  • Dog breeding establishment licences
  • Horse riding establishment licences
  • Pet shop licences
  • Zoo licences
  • Performing Animals (registration)

The Council has not previously had a Policy document of this nature which consolidates all the legal requirements for these licensing regimes. Micklegate Councillor Lars Kramm has question the absence of such a policy earlier this year in a meeting of the Community and Environment Committee and asked for a policy to be developed and residents to be consulted on the content.

The Council is now seeking the views of all interested parties on this policy.

The results of the consultation will be considered by the Gambling, Licensing and Regulatory Committee.

City of #York Local Plan Pre-Publication Consultation (ends 30/10/2017)

The 6 week consultation on the ‘Local Plan Pre- Publication draft (Regulation 18 Consultation, Sept 2017) document began today (18th September). This will end on 30th October.
All consultation material is live on the Council’s website (www.york.gov.uk/localplan )
 
The Local Plan and proposals maps are available to view in all the city’s libraries and in addition, the supporting documents are available to view in the West Offices customer centre.
 
CYC has produced a special edition of the council’s newsletter Our City,
which will be distributed to all York households over the next few weeks.
In addition drop-in sessions will be held across the city. At these sessions the public will be able to view the documents, speak to officers and pick up a response form.

Management of York’s allotments – Call-In meeting

Green Party Councillors called in the proposed changes – out-sourcing of the management of York’s allotments – back in May of 2017, saying that there needed to be further scrutiny of the proposal and wider consultation.  We are pretty dissatisfied that it has taken until September before the matter came before Councillors for discussion.

CallinAllotment1At the call-in meeting last Monday, Councillor Kramm re-iterated that the Greens were not against the outsourcing of the management of the allotments in principle, even though this will lead to the redundancy of the Allotments Officer, but if the Council is going to go down this road then we need to ensure that the charity would have sufficient resources to do the job and that there has to be appropriate checks and balances if things go wrong.

CallinAllotment2What Members of the Call-In Scrutiny Committee agreed, was that there and not been sufficiently wide consultation.  The two main documents had been seen by no-one other than the proposed trustees of the charity.  This was not good enough, and Members accept Councillor Taylor’s proposal that the Business Plan and Governance Document must be made available on the Council’s website so that interested parties could comment on it, and that Allotment Secretaries be emailed these documents.  Furthermore, all people on the waiting lists for allotments would be contacted directly for their views in the way that existing allotment holders had been consulted previously.

Members further requested that a free-of-charge allotment plot for Applefields School might be maintained for children with Special Educational Needs.

These points were then voted upon and unanimously agreed by all Members of the Scrutiny Call-In Committee.
