#Micklegate school places consultation #York

City of York Council would like the resident’s views on options for providing school places in Micklegate ward. The projections show a consistent rise in demand for school places in the coming years, and alongside pressures and trends in Micklegate ward, that there is a need to create additional primary school places.

Draft Green Budget

The Green group of four councillors on City of York Council has revealed some headline measures from their budget amendment, including the reversal of cuts to the Design Conservation and Sustainability team (CES9) which the Tory- led administration has already conceded as a step too far and a freezing of respark charges.

Group leader Cllr Andy D’Agorne says ‘Government funding cuts are now decimating vital core services for more vulnerable residents, forcing York to make cuts that will increase social problems and public service costs in the future.’

 In addition to the 2% increase in council tax to help fund growing social care needs (agreed by the Tory administration) the group would reverse the cuts to public health: (CANS 23-29) sexual health and alcohol and substance misuse. They would also reverse the cuts to (CSES2) ‘prevention and early intervention’ for two years to maintain services to families and young people including Counselling, Connexions advice, Parenting support,  Castlegate services  etc. They would also create the post of outreach worker to promote take up of the York Financial Assistance Scheme, working with desperate individuals and families struggling with debt and housing and living costs as a result of the bedroom tax and loss of council tax relief. They would halt the plan to reduce availability of respite care provision at Glen Lodge centre.

On environmental issues, the Green Party would reverse the cut to maintenance of street verges and parks (CAN14) for up to two years to allow more time for ward based working with volunteer groups to be developed. They want to spend £20k to create a part time post finalising a ‘Tree strategy’ for the city’s mature trees, identifying actions to help prolong their life in the face maintenance cuts, flooding and severe weather. They would invest in a study to create a local renewable energy company to cut energy bills for the council and York residents.

On Transport,  the Greens would reverse some of the cut to home to school transport (CSES5) to develop sustainable alternatives that don’t result in parents switching to car use for the ‘school run’ in place of withdrawn school bus provision at Manor School. They would also reinstate two separate posts in the transport department (currently being merged into one) dealing with workplace and school travel plans in order to help reduce congestion (CES3). The proposed first year cut to bus subsidies (CES1) would be reversed but with part of the funding going to marketing the evening and weekend services under threat more widely.

On Parking, the Greens propose to freeze the cost of Respark permits (reversing the proposed 3.2% increase CES4) , but instead make the saving by increasing the city centre evening parking charge to £3 (but also offering a £5 reduction in the annual price of the residents Minster badge – from £20 to £15 which permits free evening parking for residents). Cllr Andy D’Agorne said “Ideally we would like to bring the cost of Respark down significantly so that provision can be made across whole areas that currently suffer from commuter parking in residential areas. The Tories and Lib Dems seem content to see the cost of permits continuing to rise above inflation.” Full details of the Green amendment will be published on Monday and debated at the full council on Thur Feb 25th.
